1. What is CASWA?

The Council of Aboriginal Services Western Australia (CASWA) is the peak body representing Aboriginal Community Controlled Organisations (ACCOs) across Western Australia. CASWA works to strengthen the ACCO sector, amplify Aboriginal voices, and ensure services are designed, delivered, and governed by Aboriginal people for Aboriginal people.

2. Why was CASWA established?

CASWA was created by Aboriginal leaders and ACCOs to provide a strong, united voice for the sector. While many ACCOs operate successfully across WA, there was a need for a statewide body to advocate collectively, influence government policy, and build sector-wide capacity.

3. What does CASWA do?

  • Advocates for Aboriginal-led solutions in policy and service delivery.
  • Provides sector development and capacity building.
  • Leads strategic initiatives in housing, justice, health, child protection, and community services.
  • Builds partnerships with government, philanthropy, and the private sector.
  • Creates pathways for ACCOs to participate in procurement and contracting opportunities.

4. Who can become a member of CASWA?

Membership is open to:

  • Ordinary Members – Aboriginal Community Controlled Organisations (incorporated).
  • Associate Members – Organisations that are Aboriginal-led but not fully ACCOs, or allies supporting the sector.

5. Why should my organisation join CASWA?

  • To have a collective voice in advocacy and decision-making.
  • To access support, resources, and training opportunities.
  • To strengthen organisational governance and service delivery capacity.
  • To be part of a statewide network shaping the future of Aboriginal services.

6. How do we apply for membership?

Applications can be made through CASWA’s website. Each application is assessed against our constitution to ensure it aligns with CASWA’s values and membership categories.

7. How does CASWA work with government?

CASWA engages with government as the recognised ACCO peak body in WA. We provide policy advice, co-design service models, and advocate for increased investment in ACCO-led solutions.

8. Does CASWA deliver services directly?

No. CASWA does not deliver frontline services. Instead, we support, strengthen, and advocate for ACCOs who are delivering services on the ground in their communities.

9. How does CASWA avoid duplication with existing ACCOs?

CASWA’s role is not to replace or compete with ACCOs, but to strengthen their capacity, advocate collectively, and provide a statewide coordination function.
